Complaint and claim RFQs: ownership before Accio Work replies (export desk guide)
Not every Alibaba.com message is a fresh RFQ. Some threads reopen after a shipment, a quality dispute, a missing document, or a payment hold. Hong Kong export desks that route every inbound message into Accio Work without an ownership check risk apologizing for the wrong fact, offering the wrong remedy, or creating a new quote while a claim is still open.
This guide defines how to classify complaint and claim messages, who must own them, and what Accio Work may draft before a human decides.
First filter: is this a commercial RFQ or a post-order issue?
Treat the message as a claim-path item when it references:
- An existing order, PI, or shipment
- Defects, shortages, damage, or wrong goods
- Late delivery or missed sailing
- Missing certificates, labels, or packing lists
- Chargebacks, refunds, or payment disputes
- Threatened platform complaints or public escalation
Do not let the agent open a brand-new quotation flow that ignores the open issue. A buyer who says “send price for another 10,000” while still disputing the last batch needs both threads linked—and the claim owner decides whether new quotes are allowed.

Post the matrix where the RFQ queue is monitored. Speed without ownership is negligence with better grammar.
What a safe acknowledgement looks like
A holding reply can:
- Confirm the message was received and assigned
- Ask for order number, photos, batch or carton marks, and desired outcome
- State a review checkpoint time
- Avoid blame, sarcasm, or “guarantee we will refund”
Accio Work is useful for assembling that acknowledgement from a template. A human still sends or approves it when Level 4–5 risk applies.
Link claims to catalog and future RFQs

Claims that arrive at 23:00 Friday still need ownership. An automated “we will check next business day” may be acceptable for low-severity documentation gaps. It is not acceptable as a substitute for a duty manager when safety, injury, or large payment holds are alleged. Define which claim types page a human after hours.
Closing rule
